Yes that could be the problem. Since the ground is only hooked to the rear frame rail, there isnt any way for it to really get to the front frame rail since your car is all coated in por-15. If you had sub frame connectors then it wouldnt be a problem at all. You could try to bring a strap from your rear frame bolt hole up into the body to test that out. That should complete your ground from front to rear of the car since you said you have the front frame grounded. Keep in mind the bolts that hold the body on go right into the floor. So you could also run a strap that way but it wouldnt be the best route.
