I would try some heat. Maybe start at the top on the 3 bolts. See if you can get it loose enough to slip a pry bar in, then work it gently around the perimeter.

Hi Andrew, Thanks for the advice I will give it a try tonight when I get home.
The axles are out
but I didn't at first notice that there were some copper washers on some of the studs until after I started scrapping off some grime. I pry'd them off thinking that was it, but still a no go. I will give your suggestions a try.
