      Without getting super-technical, some phones (the iphone is especially guilty of it) don't just snap a whole picture at once--they effectively "scan" the object being photographed, line by line, from left to right. This can cause some odd things to happen to things moving very fast--like wheels--orrrrr airplane propellers.
