You should be able to get into the low 400's with a heads/cam on a 5.3, but there is a pretty big difference between 400 and 500 hp. If you are wanting to be at the upper end of that range naturally aspirated, you would do better starting with a 6.0 block. Soend some time looking through ls1tech.com for 5.3 builds.
