Grant steering wheel install problem

I feel silly for posting this, have installed many steering wheels in my day.

I got a Grant 969 classic steering wheel yesterday. I also got the 3162 install kit, according to Grants website. Truck is a '69 C10.

I can not get the horn cap to attach to the plate. The instructions say to line the dimples up in the cap with the notches in the fiber plate. There are no notches in the fiber plate.

I can not get the cap to stay on the plate with the spring installed.

Any ideas?
