It usually comes out just above that bend. You can heat the area below and bump it in, also do the area between the holes that wants to interfere with the shaft. You usually will have two shims per bolt, but it varies depending on ride height and camber setting. The first shim can be trimmed shorter to insure it doesn't hit the bulge, no need to grind the shaft as the shim should take care of it on a "normal" G mod. Yours is worse than normal so you have to do some rework.
