What does the Painless lockup kit do? I've heard most guys add some sort of switch in the car to control the torque convertor lockup. Is this the same thing? People make it sound like they connect a couple wire and they're done. Is that not the case?

It can be. I just did not want to wire a switch to lock & unlock the converter.
One of the switches in the kit is for the brakes. While it is locked in 4th gear, if you hit the brakes, it will unlock the converter and let it down shift. The other switch is a vacuum switch so when you floor it while in 4th gear the vacuum switch will again unlock the converter and enable it to down shift. Plus there is a new 4th gear pressure switch & new converter lockup solenoid.
I did not want to have to do anything to get the converter to lock or unlock. I wanted it to do automatically.
