      surface rust inside quarter

in assessing work on my 67 firebird I have found that the insides of the upper portion of the quarter panels (heading from the trunk to the roof line) have surface rust on the inside as parts of the framework under the package tray. do I have any good options for dealing with this other that ripping the quarters completely off and replacing them? I want to things right and have the car last however I don't have near the triple digit budget that many of you are fortunate enough to have. I plan on replacing the area around the wheel well with a partial skin I already have as well as the outer wheel house but am not sure how big of a deal the surface rust will be in the long/semi-long term.

is it surface rust, or is the rust really bad? surface rust can just be cleaned up and sealed with some paint.

Clean it up as best you can and either brush or spray it with POR 15.

POR 15 is made for such situations. Its actually named Paint Over Rust and it does work. It works really well and looks great too.

I used a small wire brush wheel on the end of a 12 inch Drill extension..both purchased at Lowes. Got them cleaned up and then decided new quarters were needed anyway...doh!

^^ not a bad Idea, I have to replace the wheel well section anyway, maybe while its cut open I have get something similar up there pretty well... painting at that angle on the other hand.... that might require some creativity.

Used a small(4" roller) with extension...worked like a charm. Cosmetics not needed here.
