Tach not working like it should

It shows its idling at 1500 rpms and the needle vibrates up and down at 1500. If I rev it it works fine. Its hooked up with the tach wire with a 1/2 watt 680 Ohm resistor. I'm using a 5" autometer gauge in 4cyl mode.

This is what I'm going by - http://www.lt1swap.com/pictures/tach_circuit_fix.jpg
Could it be cause the resistor is a 1/2 watt and not a 1/4 watt?
      Got any ideas?
