bell housing alignment question

i just got done dialing in my bell housing, following scherp69's thread, and i have a question. my readings came out as
0 at 12 o'clock 0 at 3 o'clock 15 at 6 o'clock 16 at 9 o'clock.
so would i need the .007 offset dowels to move it over or the .014 ones, i am having a little bit of difficulty rapping my head around this.
i am going to order adjustable dowels from robb mc, any help would be appriciated, thanks.
