DPE wheels finish
If I had a set of dpe wheels that were black centers and polished lips can they refinish them to have brushed centers or just get new ones?

Depends on the model DPE wheel. The 3-piece wheels could be dismantled and refinished easily. The welded 2-piece wheels would be pretty expensive to change. Those would need the centers cut out, refinished, new hoops, rewelding.
