      Power steering problem

Just installed a new 2.5 turn power steering box in my '68 firebird that has a chevy 350 engine. I got the box from advanced auto parts. Hooked it up to the pump and filled it up with fluid and it feels like the power steering is not working. I rechecked the fluid level after turning the wheel some and topped it off but steering still felt very tight. I got the front of the car up on jack stands right now and turning the steering wheel feels about the same with the engine off as it does on. Am I missing something? Any advice would be appreciated.

What steering box did you put on ???
What was the original application ??
      3rd gen Z28 , or IROC Z28 ???

You say it does it even with the engine turned off ?
Then , it's not a pump pressure problem.
It sounds like a mechanical issue.
Like something is binding in the steering linkage or steering column.
If you have headers , make sure the steering coupling (rag-joint) is not rubbing and binging on the headers.
Sometimes , the metal reinforcement on the rag joint will contact when you turn the steering wheel , but will not touch when pointed straight ahead.
Make sure it clears through the range of motion.

Jeff, I would imagine if there was a binding issue, the steering would be very, very stiff with the engine off...but it says it doesn't matter if the engine is running or not.

I'd disconnect the return hose from the resevoir (plug the inlet), a put the hose in a bucket. Start the motor and check to see if fluid is flowing; and if it is, it should be a smooth flow with no bubbles. Did you thoroughly bleed the system?

I don't know if you were able to fix your steering problem or if you had a problem with the original box and just changed it for the quick ratio. but with the power steering full and bleed. you can start your engine get someone to turn the steering all the way to full lock and watch the high pressure hose if the pump is working the pressure hose will flex from the pressure in side the hose telling you that the pump is ok.........PS don't hold the steering on full lock for more than a fuw seconds...good luck..
