Overflow Question

I need a overflow tank for my 72 Camaro.



My question is on these streetrod style tanks I see two pipes coming out the bottom. One is obviously going to the radiator.

Where does the second pipe go to or does it just vent to the ground?

Please see attached for the tank I am talking about.

I can only see one pic (the last) but most of the time you have a hose to and away from the tank. The one away is a final release in case you overflow the overflow. That one will be a tube which goes almost to the very top inside the body of the reservoir.
