kind of. I like to think of it as something like how South Park used to be made - with paper cutouts. Cartman's hat had to cover his head which had to cover his body which had to cover the couch he was sitting on. So we see it like this in Photoshop:
Layer 4: hat
Layer 3: head
Layer 2: body
Layer 1: couch
Everything put on a layer above any others will be "on top" of the picture under it.
