Sorry, I was cut off...There are a few ways.

Cut a strip contoured to the bumper/valance etc. Connect the part of spoiler to that piece with piano/strip hinge. You can find at any hardware store. Then use threaded rods to support the lower edge.

Weld up a fully fabricated unit.

Sculpt one out of foam then make a fiberglass buck then mirror in fiberglass.

      Spoilers

I made one for the front of my Nova, it is blended into the front fenders and bumper. Here is a link my site with pictures. If you click on "Spoiler Tech Sheet" under the car, it will open a step by step document on how I built my spoiler. I also shortened my bumpers and blended them into the body. Probably not what you want to do as the entire front clip needs to be removed ino one piece. There are also photos in there of my rear spoiler build.

Mine is just the metal used for a/c duct. Its bolted to the frame then the supports bolt into the bumper. I didn't see the need to mount it on a hinge, it's a hot rod not a race car so it not like I'll be fine tuning it for max performance. It's not heavy and is very stiff, oh and completly change the look of the car.
