Is it not staying locked, or is it not unlocking?

What are you using for a controller? Does it have a vacuum connection or a TPS connection?

What are your shift points. It should lock up with the switch on at about 48-50 MPH. 700R will getting sloppy if the detent is adjusted incorrectly.

Have you had a chance to see how the switch is wired? If there is only one wire coming up from the transmission and hooked up to a flip switch, then you need to check your connections. If the connections feel tight and look good, you could have a solenoid cracked. The converter clutch solenoid cracks at the plastic snout where the check valve seats. (you will not see this unless you disassemble the solenoid) If you you have a vacuum switch, then you need to check vacuum lines very well and the connections. Let me know what you find I will try and help you determine the problem.
If you need to replace the system check out Bowler Transmissions Lock-up module.
