xenon headlight problems

well i bought an connected 2 relays for my xenon headlights, but i still have the same problem (the brightness of the lights go high then low and when i hit the high beams they stay on for while but then all four headlights turn off and back on sometimes and on so i quickly go back to the low beams, hmm maybe i could use a more powerful battery?? also i get whitish greenish debris around the positve battery post....whats that from??
