Help My right Quarter is a Pain

Im pulling my Fng hair out..

I have measured so mnny ways I cant see straight...
Right Quarter on a 69 camaro Imported repop

My problem is that where the sail panel attatches to the drip rail is about 7/16" away from the drip rail..

I thought it was due to a prev repair. the car was sectioned at the center of the wheel well to the middle of the rocker also they added a piece from center rocker to a pillar point.

Anyways when I clamp the sail panel to the drip rail it pulls the top door gap to close. I can not adjust the door up any further or it will not be paralell with tthe rocker ( its allready tight at the front and loose at the back )

Ive been playing with this for about 3 nights

Everything seems to match the left side within 1/16" and I have measured so many ways including the door itself (the door is EXACTLY a twin of the left)

      WTF am I missing?
