      hard brake pedal

bought a power disc brake set up for my 289 auto. Ford XL. off Ebay. have a hard pedal, can not lock up the brakes even on gravel.. have tryied everything. right now I have two pressure gages coming straight out of the master cylinder, standing on the brake pedal, the best I can get is 200 to 300 lbs pressure. Master cyl. is new fits GM cars 1972 -up 1 1/8" bore. Had this problem from from the start. the person that sold me this set up answer is to sent me a new master cylinder and dual diaphragm booster. no change. I have 18 lbs vac. at the booster, checked for binding, with no pressure pedal will go to the floor. HELP.

Since you are not using ford stuff
You stated that with no pressure ( I assume you mean open lines)
the pedal will go to the floor
but it is hard at the top with the guages in it?
Did you bleed the guages as well?
It would seem that you have the wrong leverage point (where the brake rod attatches to the pedal)
you would need to start moving it up on the pedal arm
