I'm not sure what you were trying to do.
What you did was:
{IMG}http://6VPTI3IDZEMY{/IMG}.JPG (I've changed the square brackets to curly so they show up)
The path needs to be the complete path to the image - http://www.myhost.com/mypath/myfile.jpg or similar. You've got an incomplete path and your {/IMG} tag was in the middle of the filename.
I'd be happy to help, if you'll provide the path to your image we'll show you how to show it as a pic.

Hey Derek, I am trying to learn how to post pictures. I am not very good at computers. But I figured if I don't try I won't learn.
I saved picture to "my pictures" on the computer. Now, do I need to host the picture somewhere or can I retrieve it form "my pictures".

You can do it either way.
We don't have access to your "My Pictures" folder. That's a good thing.
You can either host the pic somewhere out on the internet - if it's hosted, you can use the {IMG} tags to display the pic.
Alternately, if you don't have a host, you can attach it to the message via the "Manage Attachments" button below the reply box.
