No Power Steering When Crossing Center

I'm running a steering rack out of a Mustang Cobra and I lose power steering for a split second when crossing over center. It only happens when I'm steering quickly like during an autocross (I don't think it has ever happened on the track). I would think that it's maybe due to my pump not keeping up, but it only happens right when the wheel crosses center. Plus, I've swapped from an Fbody LS1 style pump to a Corvette LS7 style pump and it does the exact same thing. I do have the flow restricting valve installed.

The obvious culprit would be that there is air in the system somewhere, but I've tried bleeding the system over and over with no luck.

Anyone else have this issue? Maybe it's just a faulty rack?
