      Sheen depends largely on brand, reducers, how it's applied. I've had some come out with an eggshell type shine, and some more dull.



      And yes, if it's getting paint applied later, it needs to be scuffed. Don't use sandpaper though in the jambs and such, use some scotch brite. Much easier, and better coverage.
