      Drum brake problem

I am finally at the point of driving my truck for the first time ever! ( just up and down the driveway, but you know the feeling) problem is ( one of many problems) the truck does not stop well. I pulled the drum off the back and watched as the pedal was pushed. Only the forward side of the wheel cylinders pushes out on the left and right side? Also, it seems like the entire shoe setup is rotated off center, hard to explain but it's like if you grabbed both shoes at the bottom and pulled them towards the front of the vehicle. I have no ideas at this moment (all parts are brand new) any ideas? Thanks

Bit if an update, looks like the parking brake cables where tight pulling the entire shoe assembly off to the side.
