After re reading your entire post again ... I'm wondering if you could have part of your cage "removeable enough" that it could pass by the licensing people, and still pass FIA? As I mentioned, the cage in my 66 fastback is being built with boltable sections to be fully removeable in front of the hoop i.e. Side hoops and the bars across the windshield. My torque box connections are under the rug .. Invisible.
