I have a 70 nova with speed tech road assault package with weight on front end it makes a snapping noise when turning the wheel

Hard to say but when I've heard that, it was the front sway bar moving side to side.

Yes all new car has less than 100 miles on it

Very odd , have you tried jacking the car up to see if it changes .. and or have someone as another set of eyes or ears to help diagnose the situation

steering shaft and or u-joints binding up? or loose?

Definitely a decent idea ... id suggest take the car off jack stands so the weight is on it , loosen and re torque all the fastners on everything you replaced, something is Definitely binding being as you told me it only happens when the weight is on the suspension
