Hard shift from 1st to 2nd HELP

I have a 96 4l60e behind 350 chevy with 373 rear and TCI 2nd gen controler. When it shifts from 1st to 2nd at a low speed it bangs into gear at higher speed it chirps the tires. Ive bled off 70% of the line pressure and dont want to bleed any more. I would like a softer shift at a slow speed. The trans shifts great except for that. Could it be a sensor or tune or both just looking for input from someone with experience with this setup

What trans controller are you using? You should be able to tune that out.

heres an up date the tccvalve bore is worn. the fix is the sonnax tcc regulator valve and reamer. ream the bore install the valve.
