Firewall fender nut alignment?

Could this firewall fender nut be factory low. I looked behind firewall and it does not bent and is non adjustable. I do not have a fender to install and check alignment, but when I took the Chinese fender of when I bought the car it had a large amount of shims on the top firewall bolt. The door pilfer was hit at some point but does not look like it bent this area. Thanks for the help nate
