Stainless fuel tank O-ring seal

I have tried 4 or 5 times to order a large o-ring and machine screws from Ricks tanks with no luck for the pictured tank. Each time I have talked with Hector there and he said he would send them out. Each time I wait and nothing ever shows up. I offer to pay but he says he won't charge for them. Am I not getting something. As far as I know it is a Ricks Tank. Needed.. An o-ring( the round hatch is about 8" across ) and 16 small machine screws. Anyone know of another supplier for these. Also for a sending unit for it which he said he would look into and quote me on. I have tried for 4 months and now I'm in need of these to set the tank. Any help would be appreciated. I even sent them pics and emails but no response. I realize they are busy and this is small beans but then just tell me "no" and not lead me on.
