You need to explain a little more as to what look you want...stock cut up moved in closer to the body...full smooth custom...off road fab four style

What you're describing is generally referred to as tucking. Google tucked steel bumpers. One of the most commom methods of doing this involves marking the bumpers a few inches from the end, cutting out a strip ,& welding with mig or tig & resmoothing. I generally use masking tape to mark my area to remove, cut with a 4 1/2" grinder with a thin cutoff wheel & temporarily reattach ends with duct tape(regular Gorilla brand or aluminum) to recheck fit before welding.

Being that you asked what tools to use tells me you probably don't know much on metal fabricating. You could possibly cut & fit the ends & have someone weld them if you can't. Hope this helps.

I built this one for my '95 Sierra. Started with a raw bumper and built the rest out of muffler tubing and 10ga steel

Here are a few of the construction.

I spent about 3 months just doodling designs and working through ideas. I built the drivers side out of posterboard and used that for the left and right hand patterns.
