I tried the outer holes but the TPS was "bottoming out" and preventing me from getting more than about half throttle. I had to drill and tap a hole much closer to the axis just to match the limited arc of the TPS. The throttle is pretty stout with 6 springs holding it back. Seven if you count the TPS.
