Don't know who to talk to or even if its possible but this sounds like a lotta fun. In Uvalde, TX Continental Tires has a proving grounds that they use to test their latest tires. They have multiple tracks but the ultimate bad boy is their 8 1/2 mile oval. Now I don't know if its open to the public but I imagine if an organized body were to set something up, man what a blast it would be to go around that thing. Anyway, check out their website and have a look at that bad boy.
