      Help with Krylon paint

Painting some small parts with Krylon satin black. Everything looked great, but I found a few small runs. So I sanded out the runs, waited 24 hours like the can says, wiped down and repainted. I shook the hell out of the can and sprayed a few light coats and it wrinkled up and pulled the first coats up.

I really like the paint but this has happened to me twice, first time I did not wait the recommended 24 hours. What am I doing wrong?

I had the same problem and wound up sanding it off and starting
      from scratch.

Were the parts previously painted? Are you trying to paint over an original paint? If there's an original finish was the original finish enamel?

Parts were tediously stripped to bare metal, sanded with 220, cleaned with tack cloth and four light coats of Krylon were applied within 2 minutes of each other and I got a great finish, except for two small runs. Then the fun began.

Since you were at bare metal I'd just wipe the paint off with laquer thinner and start from scratch. Depending on the temp up there you might want to wait a little longer between coats for it to flash. Since it's satin your last coat doesn't need to be heavy like gloss needs to flow out.

Krylon changed the formula on their satin black about a year ago. The new version you can buy at True value, Lowes is garbage. It is some type of alkyd and takes forever to dry enough for you to recoat after the 12 hour window. Its wrinkled on me 3 or 4 weeks after applying.
The best thing to do is sign up at somewhere like MSC and buy yourself the Krylon semi-flat industrial version, which is the original formula and is 100% better!.
