      Definitely need to be stripped or blasted, sanding it even with a fine grit will leave a bad finish on the new paint... If your on a budget and have the time, then I'd go with the Aircraft Stripper, Its not that bad, especially on fresh paint. It will bubble up and come right off, running the garden hose over it after the paint is all gone should take care of removing all the excess stripper, but you can wipe the wheels down with some rubbing alcohol after to be safe.
