      here's the story, Mike had a car for sale, he had title, not in his name, but properly signed over to him. He then sells the car Jeff. Jeff takes that title, which is NOT in Mikes name, but properly signed over to Mike, and has a bill of sale that shows Mike sold the car to Jeff. Can Jeff get the title in his name now?

      Oregon requires a title transfer (or apply for transfer) within 30days, so there may be a fee for not doing so before.

      I think "Jeff" needs to go to DMV and get the title put in his name.

      Yes, as long Oregon allows Jeff to do so, since the title was not signed over to him. But he does have the bill of sale from whom he bought the car from (Mike) and the title is signed over to Mike.

      In MO that's called title jumping, but I guess according to Oregon that seems to be allowed.
