      painting small chrome pieces

I have some little odd and end parts for my motor that are chrome, but I want to paint them black,

      What would you recommend?

I was thinking of scuffing them, spraying some primer than color.

When I paint over chrome the only sure fire way of getting the paint to "STICK" and stay put is to:
sand the chrome with either a 180 or 220.
      Acid etch primer (for adhesion)
Epoxy primer (don't want to shoot base over acid etch)
      Base/clear.

I do wheels and a lot of wheel lips this way, and it works out great.

Exactly like sniper said. I have skipped the acid etch primer a few times, replacing it with either a muriatic acid or MetalPrep wash and had no problems. If you don't want a lot of primer buildup this may be an alternative for you.

If it's just a small project,I wouldn't even mess with them, just drop them off at powdercoaters ,they'll blast the parts ,use their etching primer and finish with color,by the time you buy all materials, you'll spend well over $100
      Do what's right,not what's easy

Glass bead them, do any "bodywork" you need to do and then etch and prime/paint as needed.
