i cant watch the video cuz im on my cell. But was that taken in chula vista? I have pics of the helicopter taking down some sdge power line towers. I will attach some later.

As I understand it, the rotors build up static electricity as they spin, so they use that rod to equalize the potential ("ground" the 'chopper.) If they don't the lineman will get zapped.
