Wisconsin title question

Anyone have any luck with Broadway Title or getnewtitle.com in the state of Wisconsin? I have heard that these are a waste of money and time.

I bought a 68 camaro from a gentlemen about 5 years ago with a bill of sale. He is not the titled owner. I dont know how to find the owner on the title, he had the car as a project for at least 5 years. The car is a shell. The VIN# is clearly readable on the dash. No funny buisness. I would obviously just like to get the title for my car and be done with it. Some have suggested buying another title/tag from someone and licensing that. To me that seems a little mickey mouse.

Anyway, if anyone has had any experience with anything like this, trying to get titles etc. and the best way to do it. Broadway title call MN,WI "hard states" to get stuff done in. I guess down south Georgia etc. you can get a car title a bill of sale on a napkin in crayon but up here its tougher.
