I've had this problem before and it drove me nuts for days, I replaced everything twice. It turned out that the connection between the regulator and the plug going into the regulator were loose and making a poor connection.
One other thing to think about, the regulator sends excess voltage to chassis ground. If you've got a bad ground between your block and frame, the excess voltage is going to find the path of least resistance, which may be back into the charging path.

Thanks for all the input. I ordered a one-wire kit from $ummit and R&R the inerds. Shes working OK now.

I did not notice anything burnt, loose, or cracked so I suppose it was an electronics failure.
