Ignition Lock Cylinder, won't start.

I replaced the ignition lock cylinder on my 71 Pontiac Lemans. During reassembly I seated the rack and sector gear correctly. I have an accesory function, a lock function and a start function (the idiot lights come on) but the car will not turn over at all. The car was running well except the for the cylinder lock prior to this operation. i pulled the cylinder out and checked the rack and sector gear agian and it appears to be correctly aligned.
