rear bumper install

I am installing the rear bumper on my 68 Firebird and noticed the ends which wrap around are tipped down. Should the tips dip down or be level with the rest of the body lines. I figured they should be level and the repro quarters are off a little, what do you guys think? Anyone else notice this?
