      please give me your opinion!

Here is a pic of my 1968 camaro that I recently restored. I bought the car from a guy that had all the body work completed, and primed. The car was just a rolling chasis when I rolled it into my garage. After months of work through the winter we rolled the car out side when the weather broke, and realized the drivers rear quater panel was sagging. I have brought this to many different local body shops, and have gotten lots of opinions. Some say that the quarter was hung low in the rear, others say it is the frame that was tweaked at some point, I even had a guy tell me that it may have come from factory that way, that it wasnt uncommon for that to happen. I not a body man and have no idea, please give me some opinions!
I will post some more pics soon.
