Yes, in the first scenario you mention, the 2nd rail is not receiving an equal volume of gas, as the 1st rail has already consumed part of it. That being said, a lot of systems are set up that way, and unless you have something unusual, like a high-HP bosted system or something, you probably wouldn't notice a thing.
