Call Budnik I was in touch with their powder coater who does some real nice matte metallic colors. I actually have the chips they sent me and they have a lite to med matte metallic that is killer. They are in CA somewhere. Nice guys to deal with and if it is good enough for Budnik you should be fine.
By the way the right urethane paint will hold up with no problems. I used to spray bike wheels all the time and even with mtg and balancing they held up perfect and that is with painted lips.
Powdercoating like paint is all about the prep. Neither should fail especially since there really is no wear on the face.
