I believe the most common method to get that onto a PC (and the method I've used) is through a convertor box. Dazzle is one brand.

It allows you to plug the camera rca-jacks into the box, then the box changes the physical connection to put into your PC like via Firewire (1394) or USB or something.

From there, you need a capture program on the PC. Several are available. MGI Videowave, Dazzle, Pinnacle, Windows MovieMaker (free).

Once it's captured, then you can go about compressing it and hosting it somewhere or making a CD in Windows Media Player.
