      Steering box effort

In the mid 90's Lincoln had a switch on the dash of the Town Car that allowed the adjustment of the amount of effort needed to turn the steering wheel. It ranged from low effort to high.

Given the fact that this is a hydraulic steering box just like any other American car, how did they make the steering effort adjustable? Can this technology be adapted to our cars?
