idle and off throttle surge - edelbrock 1405

I recently got my 78 firebird with 355 sbc back on the road. i replaced fuel tank, sending unit, fuel lines, fuel pump, and fully rebuilt the 600 cfm edelbrock 1405.

The only issue I am having is that just off throttle while driving below 40 mph I am getting a surge. I also get it while idling and idling in gear at a light. It's enough
of an event that it will push the car forward against the brakes over and over almost like I'm getting a small amount of fuel coming out of the pump jet housing.

I've replaced all the vac hoses (vac advance, brake booster, and trans modulator valve).

My presumption is that it's a vacuum leak but I can't find it.

      Thanks.
