Starter Wire??

Hello,

I am putting in a Covan dash insert. It dropped the steering column to get the dash insert out and in. Everything is back together, but I found a loose wire. It must have been rigged in there somehow. I fallowed it back to the starter. I am assuming it came from the white relay mounted to the steering column (Picture enclosed). I think the wire goes to the lower left connection, but not sure.

Am I looking in the right place?
