The camaro shown in the below photo belongs to a member in this forum, and I would appreciate if someone can identify for me the part between the red circle(round cover with a bolt at the center)

That is the hearer blower motor.

I think it's actually a Vintage Air close-out cover for where the heater blower fan used to be.

It seems like some sort of metal cover though. I have got a vintage air installed by the previous owner and have the same cover

its a blockoff for the air intake for the original hvac system....
