cablex not self testing

Abbott cable x. Following instructions for initial set up.
Power off all switches to ' off'.
Turn on Led blinks. Ok
Flip switch 1 to on. Led blinks. Ok
Flip switch 11 to on. No blindly. Not ok.

Set up won't continue

Please advise. Bad unit?

Unit is receiving 12v. ( 11.63) w/ ign on.

In the instruction booklet, the word 'through ' does not mean 'and'
