Installed a BullDog Remote access unit in a 78 T/A.

Only hooked up the trunk and door lock features at this time. Trunk works fine. Unlock (actuator moves upward) works on first try but not so well there after but lock (actuator moves downward)does not work so well period. Seems like there is not enough power going to the actuator. They move a little but not full range so to fully lock or unlock doors. Actuators are new GM units. the door lock system using the factory wiring and switches works great. Strong, affirmative up and down movements by actuators. This tells me system in general is good. The system is ground to teh chassis and door as the stoock factory systems had issues with rust build up in the door hinges and the windows and locks world be lazy.
I have the bulldog unit triggering a set of relays which send power via 14 ga wires to the appropriate lock or unlock wire in the factory system (light blue and black) . Factory system works on alternating polarity. Relay is common 85 (chassis ground) ,86(Bulldog input) ,87( power to lock),30 (Battery positive)unit.
Do I have something wired incorrectly?
Tried putting 12V to the 87 wire effectively bypassing the relay and still have same issue. tried at connector where the splice is and same result so I assume the wiring is ok (not a bad connection).
any thoughts
